The State of Wisconsin Department of Health and Family Services mandated HMO enrollment for AFDC and Healthy Start recipients. Network Health Plan has contracted with Managed Health Services in Milwaukee to administer this Medicaid contract. All recipient services are offered through Managed Health Services.
